Rehydration

    If i allow myself to get dehydrated, drinking between half litre and 1 litre of water per day for 3 to 4 weeks, to the point that i can see the effects (dry skin, flakes after hot shower, dry lips, dark circles) and feel fatigued and have reduced appetite...

    how long will it take to fully rehydrate drinking 5 litres of water a day until the negative effects have been reversed.

    5 litres a day is a crazy amount. You'll be fully rehydrated within 24 hours if you have plenty of liquids (maybe 3 litres) and have some salty gear.

    If your skin is dry, I'd say get some moisturiser. (not joking)

    The only way you will know if you are dehaydrated is if your pee colour goes very dark. The other symtpoms you describe could be caused by many other things (excema, lack of fat in your diet, hard water etc).
    It is quite possibly to be fully hydrated with 1 litre of water a day. I run an average of 10 miles daily and I wouldn't drink much more than 1 ltire of water and yet I am generally always fully hydrated.
