not registered, can i vote? (living in same house for 20 years)??

    i heard something on the radio the other day (LMFM, I think), that if you're not registered, you can vote if you have been living at the same address for the last 20 years, is this true? (not sure if it was only that if you had been on the register, and got taken off it, or if you had never been on it)

    anyone know?
