All the Irish banks remained covered by the Irish guarantee scheme.

NIB is covered by the Danish guarantee scheme. Define "safe"? Bear in mind that NIB is scaling/has scaled back it's retail presence quite a lot in the last few months, and no one is sure what their longer term plans are regarding retail banking.

It's covered as well, all banks in Ireland are either by Irish guarantee or from banks home country.
