Frozen water pipes

    I had no water supply for a period of 2 weeks in Jan 2010 and 2 weeks in Dec/Jan. 2010/2011. Most of my neighbours had water.

    Who is responsible for checking the water connection on the footpath outside my house(regarding the required depth etc.)

    The connection seems to be a matter of 3 inches down.

    Is there such thing as a "lagging jacket" to protect the connection?


    I am in Limerick City...(Co Council Area)
