Does Ireland (and the EU) overdo safety regulation?

Earlier today a section of the N20 was closed and diverted for a few hours after an accident where two people had minor injury. A huge line of traffic from both sides ensued until they finally decide to re-open the stretch of road

Then later the Garda say they only closed it as a precautionary measure. In most other countries one of the first things they'd do is clean up the mess but here they are too busy investigating and documenting the event incase someone wants to start a public tribunal of enquiry.

It seems also that a lot of business ideas are a non-starter over here due to regulation and insurance reasons. A lot of the time the EU is blamed but are they really at fault? Is it the Irish government making it worse or is it just a public mentality over here? In some cases at least it seems like a convenient excuse to blame the regulation or an insurance company for something "No, you can't go in there or use that machine because you don't have a ____ cert."

Is it maybe a cultural thing, we think we are backwards when it comes to safety and other stuff so we look to other, larger countries that we preceive as more modern for examples and then try to 'improve' on what they have?

Yes it's definitely way overdone, especially anythime remotely to do with the construction industry, It's gotten to the stage now where you can hardly look crooked with out having to do 3 day course and have a cert for same, There is a need for safety but like everything else if the UK or another country sneezes we catch swine flu
