I'm looking to get a new TV, 40in preferred size for the room it will go in, one with zero or minimal motion blur.

My current TV has noticeable motion blur (dark objects in motion leave a smear on lighter colour background).

Are all 50/60hz LCDs going to have a degree of motion blur? Are there any TV's with anti motion blur features?

Or will I have to look at 100hz ranges? Or LED-backlit?

If anyone has any suggestions, MPEG4 is not necessary but a plus, under €700

There are 3 things that effect motion on TV's. Response time, refresh rate, and anti-judder. Response time is how quickly the pixels can change from one colour to another. This effects the sharpness of the image as it changes frame. Plasma's have the best response time but you can get good LCD's and LED's with response times 2ms or 1ms. In truth unless the response time is high like 8ms it wont make much of a difference.

Refresh rate, measured in Hz ranges from 50 to 600hz, in truth anything about 100hz is good but again the difference is small.

Anti-judder technology like motion flow has probably the most dramatic effect on the picture quality. This smooths out the judder effect when a camera pans. Some people don't like this though cas it can look artificial and have strange artifact effects. Philips and Samsung have very good anti-judder tech, sony is good too. Pana's fall down in this regard as they don't have anti-judder tech in their sets.

In short get a 100hz or above tv with anti-judder tech and you should see a big improvement. You should get good deals this time of year as stores will be selling off the 2010 models.

Use your eyes too, don't just go by the specs cas it's just a numbers game most of the time.
