I remember a while back people selling account with like 100 and 150 dollars for half nothing. How do they do this and can they still be got

I got a 150 account about a year ago for about 15 euro. Worked fine. Got it from a DHgate.com seller. I don't think there available anymore though. Maybe the trick they where using is patched? (stolen credit cards?)
