    Why didn't she stay with her mother?

    There's more to this than "evil government kills young mother". Why would she stay there when it was too cold to sleep? Perhaps the council didn't refuse to fix her heating, but it wasn't possible at that time for whatever reason. Maybe they offered her alternative accomodation until such a time as the heating could be fixed?

    From the looks of it, regeneration was under way and she was one of these contrary people who would rather stay in a cold & dingy flat than accept new accommodation elsewhere.
