my brother's moving out to the netherlands for college, and he's wondering whether his irish phone (locked to vodafone) would work with a Dutch vodafone sim, or is the phone tied only to irish vodafone?

    thanks

No. He'll have to get it unlocked by Vodafone here first.

okay, talked to him about a bit more about the phone. bit more complicated than i originally thought.
he switched phones and changed network to O2, so now there's no vodafone SIM for the phone he wants to unlock. would he be able to get someone else's SIM and stick into the phone, and unlock it that way? is there a minimum amount of credit that needs to be spent on the SIM or could he just get any one in a vodafone store, register it online with his old phone, and unlock it?

Vodafone require €127 on payg to give you an unlock code. When did he port from vodafone? Has he tried to login to his vodafone account online? You can request the code that way and they will email it to you

he ported over a year ago. tried logging into his vodafone account there, but after a quick check, it seems his online account has been disabled since he ported.

my mam's on vodafone, would he be able to use her online account to get the unlock code for his phone?

He would yes, this is one advantage with vodafone, you can submit any vodafone imei number. Just login to her account, enter his imei number, and wait for it to sent. Ofcourse your mams account will have to be eligible, ie; €127 on payg, or billpay account and not an iphone for 18months
