anybody understand what difference the Finance bill makes?

A guy on the radio today called it 'The Bikini Bill' in that it just covers the bare essentials, do we need it?

Sorry for going back on topic ;) but I'm a bit confused about this as well... They said earlier in the program that last year's budget took until April to be enacted? If the finance bill (i.e. the budget) has not been voted through, how can they implement the cuts ???
