    Our water was of for two weeks during the freeze,so i was filling my tank with a couple of water hoses from down near the mains nearly every other day,since it came back it seems very slow coming in.I unscrewed the metal cap on the end of it and pushed in and out the white plunger and it improved the dribble a little bit. Surely it does not run this slow or does it?, and should i just bite the bullet and get a new stop cock.

    Ballcocks are high pressure. They wont open till the pressure is strong enough. No point in replacing. If pressure is strong then you have another problem possibly dirt caught in it.

    You mean maybe dirt in the pipe before the tank and ballcock?.
