six month minimum learner permit requirement

The requirement to hold a Learner Permit for six months before applying for a driving test is intended to allow the holder to gain driving experience according to the RSA. But if you already have a full license from another country you already have the experience but you still need to go through the Irish driving test. (Unless your license is from a very small list of countries where you can do a straight swap of the other countries license for an Irish license.)

I have heard that the rules have recently changed to allow people from other countries to apply to sit the driving test as soon as they have received a Learner Permit. I can't find anything online about this. Can anyone shed any light on it? I've written to the RSA as well but I don't know how long it will take to get a reply from them.
