    More than likely the resistor has burned out on the lower settings, a bit of googling may be worth the time ;)

    Dunno to be honest :)
    Not too bad to DIY, the part shouldn't cost much.

    I would think it's just the resistor, take out the old one and confirm before you buy anything :)

    It's your resistor is gone for sure. Actually it's the thermal fuse on top of it is gone as opposed to the whole unit.

    Anyway, follow these instructions to replace it - it means taking out the glove box which is only 5 screws I think:

    You can replace the entire unit by buying one for around €50 from an Opel dealer.

    Im a couple of months late with this; but also check your scuttle drain there's an oval hole that some times gets blocked with dirt, during heavy rain the water can't drain away;
    • The water spills into the passenger foot well.
    • The pollen filter gets damp, likely to cause misting on windscreen.
    • Can cause a musty smell in the air-con.
    • In your case water has likely blown the "ballast resistor"
    to fix
    • Open the bonnet, lift up the tray behind the coolant fluid, you will see the air intake/pollen filter. Look in you should see if there's a blockage on the oval drain hole.
    • http://www.vectra-c.com is very good for DIY's, theres a section on how to's shows procedures for anything you want to do, bushes springs
