Rules question - Ball moved on the green by strong wind

Playing yesterday in a very strong wind.
On the green at the hightest point of the course where the wind was strongest:

Player 2 had a putt of about 20 feet and had marked his ball. When he replaced it, he took great care to get it to stay still in the wind. Once satisfied, he lifted his marker.

When he went to address the ball, a strong gust of wind moved the ball about 6 feet closer to the hole. Player proceeded to putt from where the ball comes to rest and holed out.

We had a discussion on the previous green about the ball moving through wind. In that case the ball had not been marked and we all agreed that the player 1 should putt from where the ball came to rest.

    Was player 2 correct?

If the ball moved while addressing the putt it's a penalty.

If he replaced the ball after marking it and it moved (while not addressing the ball) it can be moved back to it's original position.

If the ball moved 6 feet and there is no longer a marker on the green, how do you know where to replace it. Just guess?

Ah come on f22, get your act together ;)

When it moved after he replaced it, he was right to play it from where it moved to (assuming he hadn't addressed it). Same would have applied if it rolled further from the hole.

    Rule 20-3(d)
"If a ball when placed comes to rest on the spot on which it is placed,
and it subsequently moves, there is no penalty and the ball must be
    played as it lies..."

And as for addressing a ball, and then it moves, it's a one stroke penalty - not two. And you replace the ball to where it originally was. Though, if it moves at address and you don't replce it before playing your next stroke, it's a two stroke penalty.

    Rule 18-2
"If a player’s ball in play moves after he has addressed it (other than as a
result of a stroke), the player is deemed to have moved the ball and
incurs a penalty of one stroke. The ball must be replaced..."

Player 2 was correctomundo if he hadn't addessed it yet. If he addressed it and it moved, he was wrong-omundo.

And the act of addressing it requires that you ground the club?

Technically you have addressed the ball when you have taken your stance and grounded your club (unless in a hazard, then taken your stance is considered addressing the ball).
Bit of a grey area IMO though. If you never ground your club before taking any putt then you haven't addressed the ball which seems a little odd to me.

This is still wrong. If the ball is replaced after marking and moves before he addresses it, he plays from where the ball came to rest...you don't replace it.

correct to all above i think.

if putter not grounded, play the ball from where it lies. If it rolls into the hole, it is NOT counted as an extra shot having been taken :D

if putter grounded, replace ball where it originally lay with 1 stoke penalty.

what is the story if your playing partner accidently drops his club, it hits your ball and it moves further away from hole? probably a stupid question but im new to golf and this happened recently

RULE 18-4 = If a fellow competitor, his caddie or his equipment moves a players ball ,touches it,or causes it to move there is no penalty. If the ball is moved it must be replaced.

Seems to be so many rules - impossible to know them all. One I came across was if your ball hits a golf bag or trolley, there is no penalty so long as its somebody elses. If your ball hits your own equipment you must take a penalty - I think 2 strokes
