Tax refunds if you haven't paid tax?

    Ok, this might end up being a totally stupid question..

    I always claim my tax back for medical expenses and of course advised my dad to do it. This year he might actually get around to it, but as he only works part time, he's not sure if he actually paid any tax last year (hasn't got P60 yet.)

    So my question is, can he claim for medical expenses if he didn't pay any tax?
