Am I liable for commerical rates owed by a deceased relative?.

    Not sure if accountancy is the right place, apologies if it's not. A County Council are attempting to charge me rates owed by a deceased relative for an inherited commercial premises which is currently non-trading. I'm wondering whether anyone knows whether this is legal?. They are also attempting to charge me for rates between date of my uncles death and my legal succession, which is about a year and a half (the business ceased trading at point of his death but the licence has been retained), again does anyone know if this is legal? .
