In the cover letter should I put down something like "I am currently resident in the Republic of Ireland but am free to relocate at short notice" or something like that? Or do you think I should just ignore it and plough ahead like it was no different to an Irish job?

Definitely state that you can relocate at short notice (if you actually can). IT should help you get more interest in your CV and secure some telephone interviews for you.

Thanks R3nu4l, what do you think of this?
    Dear Sir or Madam,

During my online research, I was very excited to learn about the current opening for a Lab Technician position in your organization, and I feel my qualifications and your requirements are an excellent match. Please accept my application for the role.

I have recently completed an honours degree in Applied Biology and Biopharmaceutical Science and I also have a previous honours degree in Biotechnology. Both of these qualifications have provided me with a great deal of laboratory experience in biotech, chemistry and biology as well as detailed working knowledge of pharmaceutical production and analytical techniques. Throughout my academic career I have also built up experience in several varied positions in cleanroom production in a cGMP environment, a pathology laboratory and also in quality assurance. This has given me a strong appreciation for the importance of Good Manufacturing/Laboratory Practice and regulatory standards.

I believe this experience combined with excellent interpersonal skills make me an ideal fit for this role and I hope you will agree. I am available for interview immediately and I am free to relocate at short notice should you choose to offer me a role. Thank you for your consideration and I look forward to hearing from you.

    Yours Sincerely,

    Myname

Sounds good but I'd be sure to mention something about you being enthusiastic, dynamic, highly motivated, organised, efficient and having great attention to detail. Don't forget to mention how great you are at working in and across teams and functions.

It's missing the 'action' words. A cover letter gives you the opportunity to let the appraiser know what type of a person you are, no just why your technically suited to the job. :)
