Who can deal with rising damp?

    Have an issue with damp on the indoors side of an (external), north-facing wall in a sunroom. Paint is blistering about two feet above floor level, and a white salt forming on the blister.

    Any recommendations on who can help in Galway CIty and an idea of how much it'll cost to find the source (presumably the damp-proof course has been breached somehow) and fix?

    Who exactly treats damp?
