Cost of jobs sustained/created

What contribution does every job created in Ireland give back to the economy? For example if it costs the IDA or EI €10,000 to create or sustain a job how can they justify the return on investment? Does anyone know of the exisitance of a cost benefit analysis report or otherwise?
    Cheers!
