Are there spacers (metal or carbon rings) over the stem or does the top cap sit flush on top?

If there are spacers you can raise the bars easily. Failing that you can buy a "riser" stem which has a steep upward angle.

I have one on an old bike and would be happy to swap for the regular less angled style.

You might be able to flip the stem upside if it's angled downwards. A pic would help.

Sometimes a backward rotation of the bar and a re-adjustment of brakes and gear positions is enough... unless its perfectly straight and doesn't angle in any direction towards the ends. Does your brother feel he is reaching too far for the handle bars? I had the same problem and all i had to do is twist the handle bar back a little and move my saddle forward. But, again, it depends on how adjustable the equipment is.

Flip the stem a la Floyd Landis:
