Should I go for 2 different jobs in same company?

There is a company that I am looking to get into.

They are advertising 2 different positions both of which I went for in the past. One position I got in the last 3 for.... when unsuccessful I got onto the company about the possibility of work experience. However, the job is up again so I would like to think that looking for work experience might work to my advantage.

The other position I only made it to phone interview and no further. I am obviously more suited to the first position through my experience, however, I am qualified for the second position but lack relevent experience, but I would like to gain experience in this area.

    So,

I have already applied for the first position but should I apply for the second?

My fears that if I did...
Would they think I am not interested in the actual position and my suit to it but rather just working for the company.

    My fears if I didn't...
If I didn't would they think that I am not driven enough.
