Two-Way Mirrors

Okay so I understand the idea behind how two-way mirrors work. In a bright room, the light reflects off the window so it appears like a mirror, but on the dark side there isn't any light reflected off it, and with the light coming through from the bright side it becomes a window into the bright room.

My question is, if both sides are bright does that mean both sides are mirrors, and if both sides are dark they're both windows?
