On what basis are student loans asessed?

If I made an application for one I'm just wondering on what criteria I'd be asessed?. Surely a students ability to repay is fairly uncertain?.

I've a degree already which I'm unlikely ever to use...want to learn new skills.

    Thanks

AIB allow students to borrow up to 600 euro without a guarantor, I borrowed to this amount but had to put 400 euro in a deposit account to which i have to give 30 days notice to take out which is **** but i needed money for college stuff so had no choice.
