I would imagine you'd walk into your nearest solicitor's practice, explain the details to him/her, and you would receive the expert advice you're looking for to help you decide what your next step will be. (Unintentional pun - my apologies.)

Probably a good idea to go back and take some photos of the area too.

Dublin County Council no longer exist, so it is likely to be one of either Fingal, South Dublin or Dun Laoghaire-Rathdown county councils. There is a slight possibility that it might be Dublin City Council. you will need to determine which one it is.

Make sure the photos are dated, write up a draft statement (say what happened, where, when, etc.) and talk to a local solicitor or alternatively, make a direct complaint to the Injuries Board: http://www.injuriesboard.ie/eng/

You might notify the council of the hazard.

My mother had a similar fall a few years back thanks to some shoddy work in the path outside a shop. You will need a solicitor. SDCC tried every trick in the book and only settled outside the courtroom on the day of the hearing. It was very lucky that she took photos on the day and I think you will be glad you did too.
