    As far as I know you can only perform a reverse manoeuvre from a major to a minor road.

    small answer: yes.

    If for the purpose of turning by reversing around a corner. You should reverse from the major to the minor road, ie. the side road.
    If it is to get out of a drive way, it is far more dangerous. But no Garda who stop you doing it. That said you should reverse into the drive way and forward out.
