But it attaches to a tac-vest, if you know what I mean?

Its works the same way in holding mags but fits a tac-vest.

To be honest I've never seen anything like that, that attaches to a tac vest. The only thing that even resembles it (to me) is this.

There's a similar product called FASTmag (and its el cheapo knock-off airsoft replicas) that could be what you saw either. There's a few different versions, I think this is the newest.

theres some other yoke but I cant remember the name of it that is spring loaded and feeds your STANAG mags to you from your belt.
