just a thought, instead moaning about ps/cs how about starting from scratch. It should be possible to construct the perfect department delivering quality and value. There are enough 'smart' people on here so it should be a breeze if you, a public service worker or you, a private sector worker were given the task of setting…

if you, a public service worker or you, a private sector worker were given the task of setting up a new public service department . where would you start?

For the sake of this exercise lets do the department of health and it should be health, not payments while waiting for dole etc.
