Water Tank not filling - Help!!

Ok, so our water was turned off last night like everyone else in Dublin. Didn't use much water at all last night just in case it didn't come back on today. Checked that it was back on this morning by turning on the cold water tap in the kitchen and it was although pressure wasn't up to usual standard.
Had a shower but it ran dry half way through (thank God I had the shampoo out of my hair!!) and now I have no hot or cold water in the house (except the cold feed in the kitchen). I checked the tank in the attic and it's empty but the water is litterally dripping into it a drop at a time!
I don't think it's frozen pipes as the temperatures don't seem too bad and I've never had that problem before in the worst of weathers. We do have very hard water out our way - could it be limescale? Could it be an airlock of some sort maybe?

It's doing my head in so any advice welcome - thanks!

The pressure is lower, so there's not enough force behind the water to make it to the tank in the attic.
When the pressure returns to normal your tank should fill.

Thanks for that! I had considered that option but thought it couldn't be that simple!:o
Just had a look at the tank and it's full now and the pressure seems to have improved too. Thanks again!
