condensing boilers do steam alot even on mild days so I would expect you would see it alot more in this cold weather

yeah, the greater the temperature between the flue gas and the outside temperature, the more it will plume.

Is there a height guideline for the flue? I know someone whose neighbour installed a boiler that is right beside my friend's garden wall. The steam billows into her house. Have you any suggestions for her?

Is it a gas boiler? If it is, it is fitted in contravention of Irish Standard 820. I would speak to neighbour first and suggest a plume dispersion kit be fitted.
