Does anyone know if these are available in Dublin?
Or if it's possible to rent ring flashes in the city??

I'd say conn's might be able to rent you a canon ring flash but not a rayflash. You can buy cheaper versions of the rayflash now too.

Gunns in Dublin supply the Ray Flash - Or Barker Photographic (Cork). Make sure to be able to tell them the Make and Model of Camera AND flash it is to be fitted to.

I am an Orbis man my self and I use it a lot, its a great light modifier. Make sure and get the bracket with it.
