How to purchase sovereign debt?

Hi, was looking for a brokerage that allows the purchase of sovereign debt (specifically Irish). Has anyone come across one, or any method of buying without a brokerage? This is not a post on the wisdom of such an investment, simply a question on the method! Thanks in advance.

Thanks for the reply, actually just after getting off the phone with them. Was talking to the guy that made the spreadsheet, he says it's exhaustive.
