Small heater/fan will help you there.

    dont use heater/fan .too dangerous
pour hot water over petrol cap not the key

ive poured a kettle full of hot water on it (both on the key and over the lid) and tried a bit of WD40 too the key will now go in and out of the lock fine but just wont turn...any other suggestions?

it may just be sealed tight around the holder
try turning the key while someone else turns the fuel cap
a hot water bottle may help if you can get one balanced over cap

Hi L, If you can hang or prop up with a brush a hot water bottle flat against the petrol cap and leave for 15 mins it should thaw, or if you can get to a garage buy some deicer and spray it around the edge of the cap and in the key hole then get the chap in the garage to open it, if he breaks it make him pay for it.:D
    Best of luck.

    What ?
Hairdryer or small fan/heater is perfect for that, whats so dangerous there ? :D
What hot water does actually, is freezing again in the lock and next time youre in trouble again.
There fore the selling special lock oil/melter which would be the best option, deicer does the job as well.

there is a chance of a spark from electrical appliance igniting petrol fumes
