water-charge included in motor-tax

    Hi all,
    did anybody came across this statement, that part of the motor-tax
    is a water-charge. I suppose the reason for it was easyness of collection.

    When water rates were on homes before nobody paid it and motor tax was on the price of petrol (which i think is a fair way - you only pay for the milage you use) but with the price of petrol that bit more expensive in the south everyone went across the border for there fuel. so with fuel sales going to the north and water rates being difficult to collect they joined them together end created the motor tax we have now. this is why it is very important that we make sure water charges are not imposed as this would be double taxation.
