Rough proposal - Land and Water taxation.

    1. Land tax allowance:

    This would be weighted three ways.

    (a) Adults would be given a land ownership allowance of 30 square meters per person, 50 square meters for a married couple. Children under the age of 18, 15 square meters per person. The surplus above that would be taxable at 5 Euro per square meter per annum.

    (b) Taxation on property based on the price on 'boasting rights', at 0.25% per annum of property value above price as of January 1st 2007, based on price per square meter in particular district. The first 150,000 Euro tax free, the surplus taxed. At above 1 Million Euro, taxed at 0.5%, Above 2 Million Euro, 0.6%.

    (c) Deduction on Stamp Duty Paid on (a) & (b) for the next 5 years based on properties purchased after 1st January 2000.

    (d) Negative equity allowance. Only paid on application in cases of hardship, and to be paid back to the exchequer in the event of the sale of a property if a profit is made, or in the case of an inheritance/death.

    2. Water usage allowance.

    Based on family size.

    (a) 50 liters per person per day.

    The surplus taxed at 0.1 cent per liter.
