    There is certainly implementing legislation to be passed in the case of some features of the budget, so there should be a period of a month or so after Budget Day itself where bits and pieces of the budget are still being put in place. In some cases, changes that are announced in the budget will be the responsibility of departments other than Finance, and those changes won't form part of the Finance Act itself - non-financial measures of various kinds.
