Entitlements/sfp /2013

    Does anybody know what the new system of sfp calculation will be in the new cap post 2013 will peoples sfp be still based on the historical reference years 2000to2003 ? and what about "active" farmers who either have no sfp or a very small one ,will these people be awarded the eu average sfp ,or is there any point in purchasing entitlements of higher value ,or if you have no entitlements/sfp should you purchase some even low value ones just to get your foot in the door ,in case those with no sfp are locked out does anybody really know :confused:

    Nobody knows. We can only speculate. The decision, if it has been made, has not been made public yet.

    After reading the proposal document from the commission, it would appear transferable entitlements will be retained in some shape or form after 2013. Whether or not they're based on the current system, or will instead rely on perhaps a new production-based criteria remains something of a mystery. There is however a strong emphasis towards targeting active farmers only. There is some merit in acquiring entitlements at the present but I wouldn't pay any more than face value for them at this stage, which will at least guarantee some kind of return from them by 2013. It would probably also suit anyone who is currently milking the sysyem to sell now, by the looks of things there's a good chance they will be unable to draw down payments after 2013 if they aren't actively working the land to match the entitlements, stacking will be a thing of the past. All-in-all it's still very much a grey area, but there are definitely major changed on the way

    I wonder would they save money if they went back to a system that paid only on the number of animals that you kept - quite similar to the system that used to operate with suckler and sheep quota???

    A lot of people that are currently taking in over €100k in the SFP aquired this SFP more through slaughter premiums than through keeping cows or sheep (Larry G being the prime example)

    If these big drawers (and non active farmers) were out of the system, could it be possible that we might not have so much of a reduction in our payments, even though there will be a reduction in the total amount paid???

    A cap on payments to larger farms and producers is mentioned in the document a couple of times alright, as well as a new support scheme for small farms. What the exact definition is for either isn't made clear though, you could be talking about farms ranging from an acre or two up to thousands of acres on an EU wide level. It would appear there will be a stronger emphasis on the rural economy though, things like tourism and employment levels being influencing factors on payment levels.

    Can anyone clarify for me
    Will there be a sfp in 2013 ???, I was led to believe that the last payment under the current scheme was 2010

    Yes, there will be a payment in 2013 under the current system and it is highly likely that they will continue in a revised form after that
