Vehicle Licencing Cert

I've started looking to replace my car and am going to buy another second hand car. However i can't find the Vehicle Licencing Cert (VLC) for my present car. I intend on trading it in against the new car and i don't want to be waiting ages when i do finally find a car i like.

So my question is, do i just send away and ask the Dept of Environment for a replacement VLC for my car? And also has anyone gone about this in the past and how long does it roughly take?

Can't find any info on this anywhere so thanks in advance.
