    Its an intriguing idea but it might incentivise bad economic/fiscal policy regardless, or accountancy tricks to hide real deficits.

    I think the way to go would to have budgets planned much more openly and transparently, with policies needing to be justified and assessed by independant experts. Hopefully that would ensure that policy would become evidence based, with the DoF needing to demonstrate the evidence that its policies are correct: brazen vote buying exercises would be less doable.
