This is a good comprehensive list of savings accounts. From what I can tell the best rate is PTSB online regular saver.. UB and EBS also offer 4% but only up to about 15,000 (UB) and for 1st year (EBS).

ya the ulster bank rate is 4% for a deposit of over 15k...one of the best around and covered by the government guarantee.

For 200 a month savings, look at the 'easy saver' account from BOI...again one of the best rates 3.25% EAR variable on regular savings up to €5,000
