You may be in a Category, as opposed to a forum.

Look at the menu along the top-left (just under the Boards.ie logo). It should be something like boards.ie > Sys > Help Desk (or whatever).

Look at the titles in front of you, they may in fact be forum names that you need to click into to start a thread.
