Question for public sector staff

Hi all, looking for advice please. I'm a (hopefully) soon to be qualified accountant within the Public Sector (HSE), great timing I know! I'm now considering my next step, obviously there are no prospects within the public sector at the moment...

But should I try transfer to a larger department so when things do pick up there could be potential internal promotion. How does it work can anyone remember (!) must all new positions be advertised publicly?

Or am I completely kidding myself and should get out of the public sector altogether?

Any advice or relevant opinions are appreciated.
