Are government bonds a good investment. My friend has about €80k to invest.
It needs to be fairly safe and he doesnt need to touch it for some years . Not sure how many but no fewer than five but probably much longer.
    Any ideas please.

Which government are you talking about? Ireland?

    5 Years?

I'd be tempted to break it up over a few countries. Brazil, Singapore, Norway, Sweden, Turkey, Australia, Uruguay, Chile.

The FX returns may well outstrip the Bond returns.

Also maybe a slice in a FTSE tracker. Short term volatility must be ignored, if your friend cannot accept that then he should put the money in a savings account.
