You have to ask a heating engineer. The "best" would be the most suitable I suppose...
A solar station can give a signal to the signal receiver of the (heating/boiler-) control station if designed so - if this station is compatible to be integrated into the overall heating system that is.

Simple solar stations won't do that, they only control the solar circuit's circulation.

A heating engineer would propably point you towards an energy control station, this would work independantly from the the primary thermal energy source. These more sophisticated control centers can be fitted into the heating system, no matter where the primary energy originates from (thermal solar, combustion and so on).

The boiler has usually it's own control center, there are standards (ask an electrician!) on the compatibility of various control stations (voltage, frequencies etc.) so they can communicate.

generally speaking the Solar panel will have its own controller and pump station to circulate the solar fluid through the panels and dedicated coil in cylinder.

The heating (boiler) controls will be independent to the solar.
Make sure that the heating system hase temperature and time control for Hot water and radiators circuits.
Fairly simple and about now most good plumbers/electricians are up to speed with regulations. TECHNICAL GUIDANCE DOCUMENT PART L.

There is a train of thought that there should be a safety interlock to allow any excessive heat that may be produced during very hot summers to be "dumped " through the radiator circuit,if the DHW is not being utilised.... but it's not really utilised in Irish installations.
