sticks (tree branches?) with black plastc bags on them?

yesterday evening and this morning I noticed 3 sticks (tree branches?) with black plastic bags on them around in the south city center. Mainly I've seen them put up on the poles of street signs near taxi ranks is there any special significance to them?
