Disability payments after being sick for 10 years

A family member fell ill 10 years ago with heart disease after a heart attack. At the time she was working but had to stop as she was told she couldn't work by the social worker. As her mother was living with her at the time and had Alzheimers, the social worker focused more on this and put her time and concerns into getting a place in a nursing home for her mother. Therefore my relation was not told she had to apply for disability within 7 days, not to mention she was so ill at the time!

She rang up the social welfare office soon after and was told there was nothing she could do. Is this true? She is not capable of working as she has her good and bad days. The doctor could verify this so I don't see why she isn't entitled to anything. Any thoughts?
