FaceTime problems while abroad. iPhone 4

Hi. I'm currently unable to make contact with my dad who is on holidays in France. We both have iPhone 4's and are both on wifi yet facetime will not work when he trys to access it in France. Can anyone tell me any possible reasons for this. Is there something simple we could do to get this working?
