Priority Budgeting

    With the budget coming up it is obvious they are setting the country up for a fleecing. Yet each of the departments will be given a reduced budget and each of the depts will come in on their budgets.
    Is it time for a new approach to budgeting. Should there be a project management based approach to budgeting rather than the a little bit for everyone. Let's put all the must haves, should haves, could haves and would like to haves in a list. Basically money just goes to the must haves and the should haves put off for another day.
    Or literally start at the top with the most important services. And I'm talking about the ones to help young, old and sick/disabled. After that everything is up for a cut. army, pr consultants, arts, sports, government advisors, (how can government advisors come before jack and jill foundation for example) arts grants. Shouldn't J&J come before a grant to a local theatre group?
    So while dept for arts sports etc get a budget, maybe in this crisis the whole spending in this area should be disbanded in favour of ensuring services to those in real need are maintained?
