Strange Stove problem

    Hi Gents

I have a 2500 two storey house heated using a hercules 30B stove and an oil central heating system and I have a strange problem that is driving me mad.
The House is zoned for upstairs and downstairs. I have the stove on full blast and downstairs only with only 5 double and 3 single rads on (30b does 22kw to rads) and the rads are cool in the middle bottom I have increased the pump from 1 to 2 to 3 and back but it doesnt seem to make any difference?????
But when I put on the oil heating the rads are evenly hot
I got the plumber back last week (system installed last year but didnt notice the cool part of the rad till 2 weeks ago ) and he thinks that we should install a damper into the flue (as we have a huge draw even with a H-cowl) but dont see how this helps?????
    Anybody got any ideas????
    cheers
    joe
