A business owner(normal person) telling a customer (normal person) this for example....... would it be just bad business practice and childish or actually against some law?

If the conversation was overhead by a third party, there might be a case for slander/defamation/liable.

If there were no witness or proof that the event happened, then it does not really matter, since almost impossible to prove or win a case.

Lying to someone (except under oath) is not a crime, so unless they claimed to be AGS, this sounds line a civil matter of slander/defamation/liable.

But, while you might have proof of what they said, that's not the end of the it

Can you get proof that there is no Gardaí investigation, this might not be so straight forward.

Unless someone has deep pockets, this would not see the inside of a court..
