Anyone know anything about planning permission & selling a property? Any solicitors?

What you are saying sounds reasonable. Do you have an estate agent? I would ask them to sort this out. It is really his job.

At the end of the day you are offering the property as-is, if they don't want to buy it, then you need to find another seller. I would avoid wasting a lot of time if they seem to be messing.

Hanging on to the half-lane sounds like trouble to me.
